The Chinese Society For Electrical Engineering Electric Power Communication Special Committee was founded in 1991 in Weifang, Shandong province. It affiliated to Power Dispatching and Communication Bureau, Ministry of Energy. The periodical "Electrical Power System Communication" was appointed as its academic periodical. Before this, the electric power communication was only a sub-commission within the automation special committee. Electric Power Research Institute and Nanjing Automation Research Institute were responsible to organize the academic activities respectively.

  In 1994, approved by Chinese Society For Electrical Engineering , the Electric Power Communication Special Committee affiliated to State Grid Telecom Center, which was founded in the same year. Aiming at taking the science and technology as the first productivity and serve the government, enterprises and whole society, the Electric Power Communication Special Committee adopts the strategy of  “rejuvenating the nation by science and education”, promotes the integration of science and technology with economy, unites the telecommunication workers, develops academic exchange based on the electric power communication development direction and the production practice, carries forward the academic democracy, promotes new telecommunication technologies for the purpose of developing China's electric power communication industry.

  The Electric Power Communication Special Committee holds its symposium every two years. A series of seminars and technical discussions based on the needs of production and engineering are also hold to solve the problems met in daily operation. The Electric Power Communication Special Committee enjoys a good reputation with its earnest scientific attitude, easy academic atmosphere and rich experience.

  In May 2003, the Electric Power Communication Special Committee obtained the social group branch organization certificate of registry issued by the Ministry of Civil Affairs. The business scopes of the certificate are: academic exchange, popular science promotion, international cooperation, education and training, achievements appraisal, books and periodicals edition, exhibition and consulting services. The certification has broaden the business scopes and laid a solid foundation for future development.

  Approved by The Chinese Society For Electrical Engineering , the third Electric Power Communication Special Committee is formed on November 8, 2004. It is composed of 46 committee members coming from government supervising and management departments, power grid companies, electricity generation companies, auxiliary industry groups, scientific research institutes as well as the universities etc. The members of the committee are representatives in power telecommunication field. The Deputy Directors in this third committee increased from the previous 3 to 8, and 4 more secretaries were also added.

  Along with the deepening reform in power industry, the new pattern of two power grid companies, five electricity generation groups and four auxiliary industry groups has formed. Power telecommunications network keeps on an entire and inseparable network serving for the industry. As an academic society with its business range in both electricity and telecommunication, t he Electric Power Communication Special Committee has become an important channel to connect people together in this field and has become an influential academic society playing a unique and an indispensable role. The new Electric Power Communication Special Committee will take its advantage to further play the role as the “bridge”. While further carrying out the long term development and academic exchanges correlated closely with production practices, t he Electric Power Communication Special Committee will fully exercise the functions and powers authorized by the government to make further development and to contribute to the development of power telecommunication industry.
